Neither the docs/install.html document nor the installation instructions on the 
Xerces2-J site give any actual installation instructions.  They merely describe 
how to unpack an archive and how to test the archive signature - neither of 
which is actually an operation unique to the Xerces2-J package, nor does it 
involve anything actually delivered with the Xerces2-J package, other than the 
packages themselves, which are just operated on.

This is a critical flaw as it is preventing the entire Xerces2-J package from 
being functional.
