There are numerous reasons why such a thing has not been done, most of 
which boil down to "it's a lot of work".

If you want to do it, feel free, but don't be all that surprised if 
people thing you're a bit nuts for doing so.

Search the archives of the various Subversion mailing lists and I'm sure 
you'll find numerous examples of people who show up saying "wouldn't it 
be great if we had a pure-java implementation of Subversion", and as far 
as I can tell none of them have actually produced anything other than 
big ideas.
