Digicert / Symantec provide a local tool for interfacing with the code signing
service.

The primary advantage is that files do not need to up uploaded for signing.
This enhancement is to switch the Tomcat build to using this tool, removing the
need for the SignCode AntTask.

I tried to do this but couldn't get it to work. Since we have a working
solution and the upload size isn't an issue for Tomcat I am going to resolve
this.
