SOAPACTION in Header HTTP.

Hi,

I´m using the Axis for WebServices Server and I have a client
application developed in Delphi that it use a WebServices Client that
don´t send the SOAPACTION Header in the HTTP Header, and then, this
generate an error in my server (no SOAPACTION header).

Is the SOAPACTION required in SOAP specification? Is there a
configuration in Axis, to ignore this header?
