[DESIGN DOC] KUDU-2612 Multi-row transactions

Hey Kudu devs!

We've been working on a design to enable multi-row, multi-op transactions
in Kudu. I've put together a doc describing the design considerations, as
well as some context about the current state of the codebase. Feel free to
ask questions, leave comments, share use-cases, or just read through if
you're interested.

This is a living document and will likely evolve as the feature sees more
interest and development. Feel free to comment on the doc, reach out via
email, or directly message me on Slack (@awong, the one with a picture,
since the Apache Slack workspace has two awongs :)).
