The attribute fo:padding does indeed not allow negative values. But the problem
is, that it was allowed in OpenOffice from the beginning. And this feature is
sometimes useful to label a drawing or picture directly without need for a
group.

I confirm the issue, but I'm not sure, that it should be solved here in
OpenOffice. A better solution can be to change the ODF standard to allow
negative values. I think that needs some discussions with other producers who
support ODF.
