remote user can't send mail with Outlook Express

Hi Everyone,

Does anyone have remote users connecting in through the net to send mail 
with Outlook Express? I have authentication turned on, and have made sure he 
had set that setting in Outlook Express. But it seems that he can only 
retrieve mail but not send. What should I look into?
