slider builds not running rat by default

In the SLIDER-86-windows branch, I've turned of the RAT check as on windows
it was creating a /target dir that could only be deleted by rebooting the
VM.

to enable it, as for the -Prat profile ... jenkins will be set to do this
once the branch is merged back in (soon, hopefully)
