While the XSL-FO Recommendation does refer to the CSS2 one on that matter, it
amends it by stating that this is the content rectangle of the area that must
be positioned; see the description of the “left” property:
http://www.w3.org/TR/xsl11/#left
That applies to all four properties. So FOP does comply with the XSL-FO
Recommendation here (albeit not to the CSS2 Rec —but it doesn't matter!).

FWIW, references to CSS2 have always brought a lot of confusion...
