New Variable Property Selection component

In all the projects I have worked so far there has always been a need to 
filter out the options in a select based on another selection. It would 
be a waste of bandwidth to make a roundtrip to the server just for this 
purpose. This component meets this need on the client side. I have also 
put together a small demo that I shall send to the user list.
