problem - Weblogic 5.1 and Cocoon install

I have attempted to implement cocoon 1.8.1 with weblogic 
5.1 but receive the following error when I call for 
http://localhost:7001/webApp/Cocoon.xml ..

The properties file is in WEB-INF. Why is this error 
occuring?
