Verified in harmony-jdk-r544741 on Windows and Linux x86/x86_64. This bug is not reproduced anymore with JPDA tests and Eclipse debugger scenarios. I'm closing this issue.

However, some JPDA tests may still fail with not exited debuggee VM process because of different reasons. For example, see HARMONY-4046.
