Is Python3 now supported in GPDB to where this can be supported in MADlib?

As a service to the community, we bundled those fixes (and only those fixes) and [released a 2.7.18|https://mail.python.org/archives/list/python-announce-list@python.org/thread/OFCIETIXLX34X7FVK5B5WPZH22HXV342/]. We did that in April 2020, because that was convenient for the release managers, not because it implied anything about when support ended.
