builds.a.o going read only tomorrow

Hi All,

At around 2200 UTC tomorrow I'll be putting builds.apache.org into read
only mode.
That means your ability to run jobs will be removed, all remaining nodes
will be migrated
over to ci-builds.a.o and all jobs will be disabled, builds.a.o will be in
shutdown mode.

For anyone who hasnt migrated by then, you will still be able to access the
API to grab your job configs (and re-upload via API to the new
ci-builds.a.o)

After a few more days, I'll save the job configs which will be available
upon request, and turn off the box for good.

Thanks go to those that have completed their migrations.
