In both the docs for matchers and mailets:

It says that you can put your mailets in a JAR file, and place them in the 'lib'
folder, along with 2 other JARs, to put them in the classpath. This information
is incomplete.
First it should specify which 'lib' folder. There are 3. It should probably
recommend the folder "james2-1/lib" to avoid confusion with ".../bin/lib" or
".../SAR-INF/lib".
Second, it doesn't give a complete list of what other JARs are needed in that
folder. For James 2.1, five are required: mail_1_2.jar, james.jar,
dnsjava-1.2.3.jar, cornerstone.jar, and activation.jar.
