Calcite SQL defines 3 sampling functions. What we want to implement and how is up for discussion:

SELECT * FROM myTable TABLESAMPLE TABLESAMPLE BERNOULLI(percentage)
SELECT * FROM myTable TABLESAMPLE SYSTEM(percentage)
