Yes, "insert if not exists" is a serial ({{CL.SERIAL}}) /lightweight transaction (LWT) query, which means it always require a quorum of nodes up. And a quorum of RF=2 is 2 node, so you won't be able to do any {{CL.SERIAL}} queries on a single node cluster if RF=2.
