SOS : SVN commit issues (db related) after upgrade to version 1.4.0

We are still unable to commit any of our development changes into the
repositories without the errors below.

 

Tried the 'umask 0002' option with apache2, but without luck.

 

Please advice.

 

Is there any clean way to rollback?  I have a saved version of the
subversion 1.2.1 folder.  But Apache2 lib files might have been modified
during the upgrade installation.

Sorry - Subversion version number is 1.4.0 not 1.4.2 as mentioned in
subject line earlier.

 

SVN checkout works fine.  The access to files on the browser (http) is
normal and shows that the version number is 1.4.0.  Commits after any
operation are failing with messages mentioned below.

 

Please advise how I can fix this at the earliest.
