Tomcat service stops handleing requests after I log off!

I have Apache 3.12 and Tomcat 3.1 setup as a service using JSPLauncher on Win NT 4.0. Everything works; however, when I logged off it stops working. The only way to get it working again is to log back in to NT, stop the tomcat service, and then restart tomcat. 

I get a page not found error for JSP and Servlets.

I have no clue whats wrong!! 
Can someone help me out with this?
