As part of any Apache release, you must have a set of files in the top level directory including DISCLAIMER, LICENSE, and NOTICE.  The DISCLAIMER and LICENSE files are missing, and the NOTICE file needed an update.   In addition, a README file will be added that describes where to find information about Trafodion. 

To create the LICENSE file, the Apache Rat tool was run to find and fix any unexpected licensing issues.  As part of this process, we have created a list of exclusions.  The list of exclusions needs to be updated.
