Build and Configuration Information:   AOO400m3(Build:9702)  -  Rev. 150370
Hardware: HP Laptop
OS: Windows 7 Professional SP1

I replicated this bug on OOo 4.0.0 using the following steps:
1) Open OO Writer
2) Type the following: http://openoffice.org
3) Click at the beginning of the URL
4) Select Format -> Bullets and Numbering… 
5) Then select Graphics
6) Then select redarrow.gif

Notice that the bug is present. The space between the end of the arrow and the
start of the URL is underlined. Furthermore, the underline is the same color
blue as the URL’s underline.

The only two graphics bullet styles that do not produce the bug are:
Bullet18-Asterisk-LightBlue.svg
Bullet21-Arrow-Blue.svg

In all other graphics bullet styles, the bug is present with a blue colored
underline between the end of the bullet and the start of the URL.

Also, the following graphics bullet styles produce extremely large(r)
underlined spaces between the end of the bullet and the start of the URL:

do not display the bug
