[RESULT] [VOTE] Apache IoTDB 0.11.3 RC3 release

The vote for 0.11.3 has last for 3 days. and we have received 5 +1 votes:

3 +1 from PMCs:
Jialin Qiao,
Haonan Hou,

2 +1 from committer/contributors:

So the vote passes.

However, we also find some minor issues, which will be fixed in the next
release:
- `./mvnw.sh clean install` failed because of  the client-py module
- some modules have "SNAPSHOT" keyword
- cli/target/iotdb-cli-0.11.3/sbin are not executable by default
