SLIDER-655, SLIDER-671: changes to the POMs

In SLIDER-671 I'm trying to  set things up for automated publishing via the
Apache repo...it is still not complete. I've merged in the intermediate
work to develop/ to avoid diverging too much

Included in that merge is SLIDER-655, in which I try to move the
app-packages of hbase, accumulo and storm out of slider- and into their own
group/parent.

this is starting to work, though the mysteries of maven are that to me: a
mystery. Toplevel builds seem to do things differently.

Anyway: things are merged in as is; I'll do more on it next week
