svn revisions 1149798 and 1149799 hold the major part of Patrick's original patch, I'll close this once I've managed to create an archive with sparse entries.

test TAR added in svn revision 1150549, testcase in svn revision 1150551, docs in svn revision 1150553
I'll open a new issue and attach it to COMPRESS-124 for the two other sparse file variants GNU tar supports and will commit test archives for them now that I know how to create sparse tars.
