add/test support for processing of maven2 repositories

this is currently blocking changes to maven-artifact, in which we will change the location of artifact metadata (POM, etc.) to $groupId/$metadata-file rather than $groupId/$artifactId/$version/$metadata-file...
In order to support alpha-1 users, we need to have artifacts in both places. This will be covered by repoclean. In order to support > alpha-1 users, we will have to have all artifacts published processed by repoclean to ensure that the metadata gets replicated everywhere it needs to be.
