currently for ranger-plugin build, the build failed on rhel7. Also for make install, find the ranger directory and copy to the hawq install directory is not reasonable, we should copy the corresponding files to the hawq install dir according to the mappings in the maven pom.xml file .

At the same time, the target rpm is the first target, so we run 'make' under the ranger-plugin folder will build the rpm whether enable-rps or not. We should fix this as well.
