Line breaking in left-justified text with long URLs

I'm rather new to XSL FO and to Apache FOP, but I'm finding I enjoy
working with both tools.  I just started using trunk from svn this
morning instead of 0.92 beta.

Much of the text I am presently formatting includes longish URLs 
spelled out in the text and enclosed in angle-brackets.  I'm finding
that long unbroken strings like URLs cause some odd line-breaking 
effects in left-aligned blocks, but that justified blocks generally turn
out better.  Typically, left-aligned text that comes before the long URL
gets line-breaks at about half the width of the line, so that you see a
series of too-short lines followed by the URL.  I'm attaching both an 
FO file and a PDF built from it that illustrates the problem.  In 
case attachments get stripped by the list software or by local mail
hosts, I'm also putting the files here:

Is this expected behavior?  If not, is it a bug that I should log?  I
didn't see anything that looked like it in the list of FOP bugs, but
then I'm not confident that I would recognize it by its subject line.

This looks like a bug that needs to be fixed. Thanks for flagging it up. 
Can you raise a bugzilla entry for it?
