JSP's don't recompile when I change them under jakarta 4.1 nightly build that I 
pulled down a day or two ago. I can only get them to recompile if I tell the 
manager to reload them or use the ant reload task.

I tried doing the same thing with 4.0.3 and got it work.

I wasn't using Cygwin this time. :P
