OAK-12467: Remove superseded experimental inference implementation

Remove legacy index-local inference configuration, queries, mappings, HTTP client and fixtures while retaining shared-config inference and enrichment-safe updates. Bump the affected exported package to 3.0.0 for the removed legacy API.
