Whatever happened to the proposed xalan-j-users list?

Whatever happened to the proposed xalan-j-users list?  A few weeks ago,
there was talk of separating this DEV list into both DEV and USERS lists.  I
think that's a great idea, and I hope it is implemented soon.  Thanks.
