[VOTE] Third release candidate for HBase 1.2.2 (RC2)

Hi folks!

I'm happy to announce that the third release candidate of HBase 1.2.2 is
available for download at:

https://dist.apache.org/repos/dist/dev/hbase/hbase-1.2.2RC2/

As of this vote, the relevant md5 hashes are:

hbase-1.2.2-bin.tar.gz: B3 AA B7 7A 54 BF B0 AA 22 6E AC 48 52 14 A8 40
hbase-1.2.2-src.tar.gz: 7E D6 E0 07 07 D7 9C 43 88 4E EB 9F 80 47 AC 01

Maven artifacts are also available in the staging repository:

https://repository.apache.org/content/repositories/orgapachehbase-1142/

All artifacts are signed with my code signing key 0D80DB7C, available in
the project KEYS file:

http://www.apache.org/dist/hbase/KEYS

These artifacts correspond to commit hash

3f671c1ead70d249ea4598f1bbcc5151322b3a13

which signed tag 1.2.2RC2 currently points to:

https://s.apache.org/hbase-1.2.2RC2-tag

HBase 1.2.2 is the second maintenance release in the HBase 1.2.z line,
continuing on the theme of bringing a stable, reliable database to the
Hadoop and NoSQL communities. This release includes 74 resolved issues
since the 1.2.1 release.

Notable fixes include:

* [HBASE-15811] - Batch Get after batch Put does not fetch all Cells
* [HBASE-15698] - Increment TimeRange not serialized to server
* [HBASE-15234] - ReplicationLogCleaner can abort due to transient ZK issues
* [HBASE-15645] - hbase.rpc.timeout is not used in operations of HTable
* [HBASE-15622] - Superusers does not consider the keytab credentials
* [HBASE-15856] - Cached Connection instances can wind up with
addresses never resolved
* [HBASE-15873] - ACL for snapshot restore / clone is not enforced
* [HBASE-16093] - Splits failed before creating daughter regions leave
meta inconsistent

The full list of issues can be found in the CHANGES.txt file included in
the release and online at:

https://s.apache.org/hbase-1.2.2-jira-releasenotes

Please take some time to verify the release[1], try out the release
candidate, and vote on releasing it:

[ ] +1 Release this package as HBase 1.2.2
[ ] +0 no opinion
[ ] -1 Do not release this package because...

Vote will be subject to Majority Approval[2] and will close at
5:00PM UTC on Tuesday, July 12th, 2016[3].

At the prompting of our diligent David Portabella, I've checked this RC in
mind of HBASE-15925 and, unfortunately, find it wanting.

https://issues.apache.org/jira/browse/HBASE-15925?focusedCommentId=15367059&page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel#comment-15367059

If HBASE-15925 in indeed a blocker, this is a -1. However, I understand
there may be reasons to no longer gate this particular release on this
issue.

Checked sums and signatures

Unpacked tarballs, layout looks good

Built from source with RAT enabled, build passes (7u79)

Spot checked LICENSE and NOTICE files, mostly ok but found some nits that
should be fixed:
- Unsubstituted macro ${dep.licenses[0].comments} in binary tarball LICENSE
for Apache Commons Collection, BeanShell core, OWASP AntiSamy, and XOM
- Unsubstituted macro ${dep.url} in binary tarball NOTICE for BeanShell core
- Unsubstituted macro ${copyright-end-year} in binary tarball NOTICE for
HBase resource bundle

Loaded 1M rows with LTT (10 readers, 10 writers, 10 updaters (20%)), all
keys verified, no unexpected log messages or warnings/errors, reported
latencies in the ballpark

* checked sigs and sums
* checked source against commit hash
* checked source builds binaries
* compatibility report looks good[1]. No IA.Public impact. Some
IA.LimitedPrivate changes, but not in ways that I'm concerned about.
