   While building and Running in ShapeBlue Test VM:
   I faced the same problems with @kgoik.  
   Java and mvn versions same as @kgoik 's post.
   
   Jetty starts with Circular depends-on exception. However, that exception lets spring not to initiate and create beans. So; services are unavailable on that point.
