Commit access for Kevin O'Neill

Kevin O'Neill has proven that he writes conscientous code, with respect for other developer collaboration.  His code is clean and concise, and he has exhibited the desire to contribute.  Most of all, he is actively using/developing, and we need that more than ever.

I'm +1 for granting commit priveleges for Kevin O'Neill
