Dynamically creating new mailing list and adding users to these lists

Hi,

I can add users to the james via telnet (adduser username password).
Can I do similar thing for
-creating a new mailing list?
-adding/removing email addresses to existing mailing lists?

Currently I have to modify config.xml and then should restart james,
which is not dynamic?

Any suggestions?
