    Update refreshing constraints instructions (#21001)
    
    After changing to buildx, instructions to refresh constraints
    should not include --local-cache, because buildx efficiently
    caches rebuilds anyway and if you have not build "upgrade"
    image before locally, --local-cache is not useful.
