That folder the link points in should only contain the latest release 3.2, so it's a typo. Get the latest 3.2 release:
http://www.apache.org/dist/cordova/

If you were looking for 3.1 specifically, go here:
http://archive.apache.org/dist/cordova/

We'll get the link fixed.
