Description:
Detect lost work items when:
a) CR is exhausted, and
b) JPs have excess capacity, and
c) at least one minute has elapsed since work item has be given to UIMA-AS client w/o corresponding callback
was:
1. work items should be marked as ducc framework error
2. should not exceed Job error threshold (e.g. special errors)
3. give each failed WI a reason
- unassigned
- limbo
- other...?
To be discussed.
