I have similar issue. TFTP sendFile does not throw exception if an invalid/ not reachable IP address is given in the place of host name.
The "timeouts" variable is getting reset to 0 each time continue _sendPacket; is called from exception, so SocketException / IOException Connection timed out. is never thrown.
