XMLDecoder calls setSystemID("dummy://log4j.dtd") to set an absolute URL so that parser could 
absolutize the relative URL for the log4j.dtd in the DOCTYPE declaration.  Some parsers check that the 
protocol is registered and will complain.  A better solution is to provide an absolute URL for the DOCTYPE 
declaration that is added to the decoded fragments and avoid the need to absolutize the URL before the 
entity resolver handles it.  The problem was reported on log4j-user on 2007-08-15.

Committed in rev 566270 in receivers and rev 566272 in abandoned log4j 1.3 branch.

Added some unit tests to receivers, but they do not detect the reported problem (except perhaps with the 
parser that was picky about the protocol handler).
