Problem with server side includes?

Testing 1.0.0 on some of my sites to ensure it's stability before 
switching from (yes, I know, I'm behind) 0.6.5.

One thing I noticed is that it doesn't seem to pick up server side 
includes - is it not parsing files?

My default.html file looks like this:

<!--#exec cgi="list.cgi"-->

Inside my srm.conf I have the line:

AddType text/x-server-parsed-html default.html


Running on BSDI 2.0.1.   Any suggestions?
