I am also having this issue as of today, but with validation.  A whole bunch of dtds seem to be missing from: http://struts.apache.org/dtds/

Do they have a new location we should be aware of?

Here's my startup error:
Caused by: Response: '404: Not Found' for url: 'http://struts.apache.org/dtds/xwork-validator-config-1.0.dtd' - Class: weblogic.net.http.HttpURLConnection
