[apache/incubator-tvm] Switch Windows CI to build Release instead of Debug (#6427)

This PR sets the Windows build to Release instead of Debug. This should fail CI, which is good because there is a bug that only shows with Release builds. If this fails CI then we can move forward with the fix.
