WAR and EAR plugins released

John, Stephane,

I released the WAR and EAR plugins and they've propagated to the  
central repo. So you can both announce them. I think you guys can  
probably come up with a template, go look at past releases or look at  
the changes plugin and steal the announcement.vm template. So you can  
now announce, close out the version in JIRA so people don't assign  
the wrong version to issues.
