Although there is probably code in Axiom that still needs to be implemented, I can say that the AddNumbersHandlerTests are not completely correct (in that the Handlers take a MessageContext instead of a LogicalMessageContext or SoapMessageContext).  The tests can still be used to demonstrate unimplemented code, but I have fixes for some of the underlying handler framework that I will be committing in the near future.
