The tooltip that's displayed when you hover over the "Value" field on the Configuration Parameter Settings page always says "Use the combo pulldown to select either true or false", even for non-boolean parameter types.

Example: Open PersonTitleAnnotator.xml in the CDE, go to the Parameter Settings page, and select the "Containing Annotation Type" parameter from the list at the left.  Hover the mouse over the "Value" field at the top right.
