It looks like your OS is in local codepage that is not supported by Xerces-
C++.  You better contact 2001 Turbo ax directly about the list of codepages 
they support and their resolution.  Turbo most likely needs to pick up a 
version of Xerces-C++ that is built with ICU (like XML4C) which extends the 
transcoding support to over hundreds of different encodings.   XML4C is 
available from IBM alphaWorks: http://www.alphaworks.ibm.com/tech/xml4c.
