[Review please] Extract SPI from blueprint maven plugin to external project

Hi,
I want to ask you for review of extraction SPI from Blueprint Maven Plugin.
It is available here: https://github.com/apache/aries/pull/54
I also would like to ask PMCs about add new unreleased version -
blueprint-maven-plugin-spi-1.0.0 - to Apache Jira.
