Does TS can work with ICP( Internet Cache Protocol)

Hi guys:As we konw, ICP is a Web caching protocol used to exchange hints about the existence of URLs in neighbor caches. Caches exchange ICP queries and replies to gather information to use in selecting the most appropriate location from which to retrieve an object. 
I would like to konw does TS implement ICP ? or does it needa a plug-in to support ICP?

it is broken in trunk, the ICP socket is not listening when I check
weeks ago:
