How to hard-code some settings

Hello,

we are using OO extensively in our office and there are two things, that could 
save me a lot of time :)

Is there a way to set as a default that search dialog (Ctrl+H) will search 
through all lists?

Is there a way to set as a default that saving spreadsheet as a CSV will have 
semicolon set as separator?

These two things I have to change every time and I am looking for a way to 
hard-code this setting (hopefully without recompilation of the whole OO)
