[rust] Add shared TLS profiles for Gateway REST

Load and validate named TLS certificates before binding, bound handshakes, and expose transport-derived metadata to protocol handlers. Enable HTTPS on the REST listener while preserving HTTP/1.1 timeouts and graceful shutdown.

Add real-socket HTTPS, certificate, profile isolation, timeout, and shutdown tests. Regenerate dependency license records and document deployment configuration.
